impressive photo, dodgy engineering!! It is not meant to do that!
It was taken in one of the stair-case sets of locks on the rise out of Chester towards Nantwich. Staircase locks are very prone to doing this - particularly if the water level is a bit higher than expected before you start to fill it!
We have net Chester staircase before, I think it was doing something similar at the time!!
